The problem with documenting them is that we all more than likely have remapped at least one keystroke to another command -- no one master list will suffice.
The config/keymaps directory shows only the differences each of the keymaps has compared to the "$default" keymap which doesn't live in that directory (it is in the idea.jar file and appears to be encrypted). If we can't see the default keymap.xml file, then perhaps IDEA could have an option on the keymap page to "export" keymap to html, for example.
