I too do not understand why IDEA insists in trying to resolve namespaces
URIs.

Validation could be attenmpted against the schema document located at
the second URI for an xsi:schemalocation attribute, or by an association
of a schema with a document that is *external* to the document - that
yes could be based on a map of schema target namespaces URI to actual
schema documents.
