Paul,
You need to add the DTD as an external resource before Idea will resolve the URL. If the file is writable, place your cursor on the URL and wait for a second for the light bulb which asks if you want to add the get the external resource...
I had the same problem the other day and it turned out that the light bulb doesn't come on unless the file is writable. They are going to fix this for #616.

The editor reports the error, that it can not resolve the url - but the
file is there and other parsers/tools find the dtd.
