Mike,

For namespaces URI there may be no resource to download. 
Would it be possible to have IDEA also suggest to 'register' a URL
internally so that it does not ask for it anymore ?

Also, a BUG:
in 618 I told idea to fetch a resurce for which I knew that the http URL
was not pointing to a document ...
The error dialog that came out has an OK button which is unclickable.
Only using the system control (ALT-f4) closes it.
