This is not intentional, it's a bug.
Please open an issue for this at
https://github.com/hpcugent/easybuild-easyconfigs/issues, or even better, a
pull request to fix it.

What breaks the Perl language bindings? Not having -fPIC enabled?
If that's the case, we better make sure in the Perl easyblock that -fPIC is
*always* enabled.
