If you executed pip with administrator privileges, the 'eb' command
should be installed in /usr/local/bin, most likely.
When installing easybuild-framework, the location will be mentioned in
the output that pip produces.

Hola Armando,
That command line will install only the framework but you need to
install also the easyblocks and easyconfigs to have a fully working
easybuild setup. These are the three things you need to get installed
(plus a modules system like Lmod)

https://github.com/hpcugent/easybuild-easyconfigs
The recommended installation method is described in the documentation.
