We have a test in the easyconfigs test suite that catches conflicts like this, so you shouldn't ever run into on.
But taking into account build dependencies is important of course. :)

I don't know from the top of my head whether OpenPGM strictly requires Python 2 as a build dependency, but it's possible.

We certainly have other cases where that's the case, Qt5 is one (see https://github.com/easybuilders/easybuild-easyconfigs/pull/11386 for example).
