I had trouble with the firewall on Kubuntu blocking access to samba shares on a fiddled with karmic install but 8.04 installs seemed ok when I have had odd problems on a ebox 1.3 server I sometimes find it blocks all access to all samaba shares to all computer. turning the server off opens up the other shares so maybe a wins server issue. Once the server is back running properly all seems to return to normal.
So, I would look at your firewall - disable it totally just to see if it cures it and then try to put it back with access to samba (if you want a firewall on your network) Not sure about how to investigate wins server problems, sorry Have you tried smbnetfs to mount your shares on Kubuntu? this may get you round the problem and it lets openoffice handle files properly which I found it would not if using normal file manager shares.
