Barry: Hello! Yes, the ARD software is based in some part on VNC; evidently some version which doesn't compel Apple to open their source. :) My understanding is that it doesn't completely adhere to the RFB protocol, but does so "enough" that some browsers work with it.
The best standalone VNC Server for OSX that I know if is Vine Server (formerly just "OSXvnc") from the guys at Redstone Software. We added echoWare to their server, so you can access OSX Mac's that are behind unconfigured routers and firewalls, just like EchoVNC does for Windows.
