Yes to both. :) All EchoVNC connections, either on the Viewer
or Server side, are perceived as "outgoing" from the point of view
of any firewalls. As long as you don't have any restrictive "outgoing"
rules, it all works (especially if you run your echoServer on a well
known port, like TCP 443).
