This is an issue for us also. Disabling UAC is not an option. Is there a fix
or way around this other than disabling UAC?

Probably either disable UAC altogether, or specify that the service runs
with administrative priveledges. There is no fine grained control of UAC in
any flavor but Enterprise and Ultimate. Zonealarm does the same thing, but
at least you can go into the settings and disable the mechanism that blocks
non-console access to allow/deny dialogs.
