There is already a mingw port, but there are also people that use cygwin for
their software (Maxima, Sage I believe,...). This is the reason why there is
a cygwin port at all -- but not a very useful one I believe.
fork() is used to execute all external tools, gcc, ar, file, ... I already
mentioned the alternatives
