I modified the publication workflow that Accept/Reject can be done by users
with Write or Manage Everything. Also, an user with Write permissions on the
section will publish directly the document (but that can be reverted if
desired).
The patch will be posted for review first thing tomorrow.
While working on this issue, I discovered other issues for each I created Jira
tasks. A special interesting issue is NXP-1862.
