widgets. Changes that occur to the main facelet region fragment are

OK, now I remember ...
I experimented with that once. The idea is to set a modified date in
the future on the theme's own URL to make the facelets engine believe
that the theme has been modified.
I'm going to add that option to enable debugging, probably on the
<application> extension.

what triggers the debug/reload mode is whether facelets.DEVELOPMENT is set.
