You'd have to create a message_cn.properties containing your
translations. Start with message_en.properties and modify it

Regarding the character set to use, UTF-8 would be needed but

our files still use latin-1 at the moment, so I'm not exactly sure

that would be dealt with. But you can start working on the files in
any case, we'll figure out how to deal with UTF-8 :)
