I've made some more testing and it looks like there's no way in RC1 for a user
in ``members`` to directly publish a document. Even when ``members`` have
"Manage everything" permission on the ``Customers`` section, an administrator
(not themselves) needs to approve the publication of documents.
This wasn't needed in M4. Is there any way of avoiding the need of admin
approval in RC1?
