At any rate, when a user with "Manage everything" permission marks a doc for
publication under its "Publish" tab in RC1, the table which appears underneath
misleadingly contains the "Unpublish" action link, as if it was already
approved for publication, instead of the action link-less table which appears
when the user only has "Can ask for publishing" permission.

Regardless of the change in publishing policy between M4 and RC1, I find this
to be a bug.
