Yes, you can. Simply put modified login.jsp in
src/main/resources/nuxeo.war/login.jsp in your plugin.
In deployment-fragment.xml there should be something like:
<unzip from="${bundle.fileName}" to="/">
      <include>nuxeo.war/**</include>
    </unzip>
in order to override original login.jsp.

P.S. this thread discuss something different than login page.
