Well that is closer (well not much)...
When I enter the URL in the File Open location box it opens up the Login
page in 'design mode'
And trying to 'open as Web Folder' in IE just gives 'Internet Explorer
could not open http://localhost:8080/nuxeo as a web Folder'.

I can't find the 'Open Dialog' to enter the server address.
Do you mean the usual File / Open menu item to bring up the File
Choser Dialog box? From there I have the usual locations to load
documents from including 'My Network Places' but nowhere to enter
a server URL.
Enter the URL in the location where you would enter file name.
You can also use the WebFolder creation wizard from Windows Explorer.
