You can use the versionning listener to do the job : but it will be true for
any document update and won't b e specific for WSS.

The other solution would be to make this configurable on the WSS Backend
level.
The current WSS Backend is already pluggable.
If what you want is just create a version each time the MSOffice file is
uploaded, you may simply contribute a new itemFactory
to WSSPlugableBackendManager.
=> Just return a new WSSListItem
=> inherit from NuxeoListItem default implementation and override the
setStream method to also create a version.

I have not tested this, but this should work.
