Windows Explorer is (in)famous for this. In a previous life, we built a
shell extension that integrated with Windows Explorer, and were constantly
fighting the problem of not getting change events reliably. Some apps that
integrate with WinExp run a daemon-like process that attempts to detect and
clean up out-of-date state.
