This is the default behavior to not keep tags when
publishing a document. The reason is that you might not
won't to keep the same tags on a public document (published)
than on a working document. This is coherent with the fact
that we don't keep relations either when publishing a
document.
Obviously you might have use case that want the opposite,
this is easy to implement with a listener.
