For German universities offering english courses ... best site is www.daad.de - go to english page - look for studies - international study program and you will find a list of all english courses in all fields ....
most of the universities are state funded so no fees ... only a token fees as admission etc ..... there are some private kind of univs .... with considerable fees but ignore them .... state universities are the best ....although no formal ranking is there or available but for mechanical i know - RWTH Aachen , Technical univ Hamburg, Esslingen UAS, Stuttgart Univ , are considered to be very good ones ... but every uni is best in one or the other course ... specially they offer international courses only in fields in which they are good.
scholarships are limited but possible ... student jobs in companies are possible .. i have spent more than a year in daimlerchrysler doing student job in my 16 month MSc. student jobs in univs also possible ..... some go for factory or restaurant kind of jobs too but i think in most cases students can earn what ever they need to spend for living etc ..
accomodation can be from 150 to 250 Euro depending on hostel etc ... total expenditure can be from 300 to 500 euro per month depending on how you want to live .....
