Organizing boundaries around watersheds makes a helluva lot more sense than 
whatever way we are doing it now.  Implementing this would be extremely 
difficult, but I am all for it.

The boundary between Canada and the US would change, as well as all US state 
boundaries, and the US/Mexico boundary.  Much easier to do if one's country is 
an island, like New Zealand 

Imagine the Congressional circus this would bring.  Refer to the USGS homepage 
(http://www.usgs.gov) to see the river basins in the US which define 
watersheds (at least the big ones).
