HAARP stands for High-Frequency Active Auroral Research Program.
The basic concept is to transmit enormous amounts of energy into the
ionosphere, (the outermost layer of the atmosphere) via radio waves.
This process will transform parts of the ionosphere (change its physical
structure) into the equivalent of huge lenses, mirrors, and antennas.

Essentially, the projected use of HAARP would burn holes in the ionosphere 30
miles in diameter.  It would create antennas in the sky thousands of miles
long.

The biggest concern with the project is that there is no way to predict the
effects of altering the physical structure of the ionosphere. This is what
protects us from radiation and meteorites.  There is no way to predict what
effect HAARP would have on Global Climate Change.  Furthermore, the potential
for unforeseen effects is great.
