UPDATE on U.S. Policy

On Monday 18 August, the White House issued a short statement that the
U.S. will participate fully in the Oslo negotiations to
"secure an agreement that achieves our humanitarian goals while protecting
our national security interests". I want to thank you
for your phone calls, letters, emails, petitions and lobbying of the White
House in recent months - your efforts obviously have
had an impact in that the U.S. has decided to join the rest of the world
by participating in the Ottawa Process. BUT WE STILL
DO NOT HAVE A CHANGE IN DOMESTIC U.S. POLICY. 

Unlike most of the other nations participating in the Ottawa Process, the
U.S. has not taken any major concrete steps to
domestically eliminate antipersonnel (AP) mines. For example, they have
not: passed comprehensive legislation outlawing AP
mines as Austria and Belgium have done. destroyed their stockpile of 14
million so-called 'dumb' and 'smart' AP mines as the
Netherlands and South Africa have done. permanently banned their exports
of AP mines as France and the UK have 
done. permanently banned their production of AP mines as Italy and
Zimbabwe have done. 

Renounced use of AP mines and rewritten training manuals and doctrine as
Mozambique, New Zealand and the Philippines
have done. Instead the United States wants to negotiate this kind of a ban
treaty in Oslo: 

An explicit geographic exception for Korea and if they can't get that a
Korea-specific transition period for the U.S. But AP
mines are not essential to the defense of Korea. The use of AP mines in
Korea is not a 'unique' case. Korea is simply a
smokescreen the Pentagon is using to retain AP mines. 

A explicit exception for so-called 'smart' AP mines for everyone signing
up to the treaty and if they can't get that a specific
exemption for U.S. so-called mixed mine systems, that is, those that are
in cannisters that contain both smart antitank and AP
mines (the Army Volcano AP mines, the Air Force/Navy Gator AP mines, and
the Army MOPMS mines). Other exceptions
such as: a nine year delay period for entry into force or delay entry into
force until a majority of producers and users have 
ratified, and strong provisions for easy withdrawal from the treaty. 

These are some actions you can take to ask President Clinton to ban AP
mines in the U.S. and negotiate a true ban treaty in Oslo
with no exceptions, no loopholes and no reservations.

Oslo and say to them: Don't let U.S. participation in Oslo compromise the
integrity of the treaty. 

Demonstrate.J For example on 4 August the Mozambican Campaign will
demonstrate outside U.S. embassy in Maputo.
