Great point Charlotte. It would be much better to keep all animals
protected from being hunted by humans, and to take a more humane path to
development.

I do not think that simply letting the species die to prevent them
pain is an acceptable solution, when there is a simpler one. More
idealistic, less likely in "the real world". Why doesn't Clinton
simply leave the species on the endangered species list? Especially
after a few years hunting, you'll be right back where you started,
and probably worse off?
Perhaps another grade should be invented after the numbers increase,
perhaps along the lines of "Out of immidiate danger, but still
threatened".
This does, of course, require Clinton to possess a bit more savvy
then he's already shown to possess. <g>
