FIRST ANNOUNCEMENT

Global Change and Sustainable Development
in Southeast Asia

A Regional Science-Policy Conference
Chiang Mai, Thailand
17 - 19 February 2001
Organised by: Southeast Asian Regional Committee for START
URL: http://www.icsea.or.id/sarcs2001/

A conference for researchers, business leaders, policy analysts and
decision-makers, natural resource managers and others concerned about
sustainable development pathways in Southeast Asia.

INTRODUCTION

Global Change and Development: A system under pressure

Global environmental change has significant implications for the path of
development in Southeast Asia. There is already substantial evidence that
some key resource systems are being depleted and that the capacity of some
pollution sinks is being exceeded, because of the growing and cumulative
impacts of man's activities. Some of these changes, for example, losses in
biodiversity, are irreversible. Consumption and population growth trends
suggest that competition for these resources and alternatives will become
more intense, challenging human ingenuity, technically and socially. Most
resources and sinks systems are also sensitive to changes in climate,
atmosphere and biogeochemical cycles. Global environmental changes, thus,
will profoundly affect patterns of future human development.

Development, on the other hand, can exacerbate or mitigate the impacts of
global change. Development pathways which societies choose, or "fall" into,
can have profound impact on the way resources and sinks are used. In
Southeast Asia, globalization of trade and investment continues to
facilitate rapid industrialization, the consequences of which, poses a
significant challenge to both science and policy communities.

Large-scale, transboundary environmental problems pose special challenges
for policy-makers. Dynamic, intricately inter-connected processes operating
at many scales, often quite different than those of the policy community,
confound simple solutions. Transfer of scientific knowledge to
policy-makers has been haphazard.

To proceed more efficiently the relationships between development processes
and global environmental changes needed to be analyzed much more
explicitly. Such an endeavour will require a high level of cooperation
among people with different skills, knowledge and perspectives about the
goals of development.

research in Southeast Asia, its implications for policy, and application to
the transition to ecologically, sociologically, and economically
sustainable societies in the region.
