Another aspect of gross misconduct is people who have some axe to grind causing 
legitimate papers to be not published and legitimate grants to be not funded. 
This deviant behavior leads to the publication of somewhat goofy papers and the 
funding of inferior research. It also drives a lot of quality people away from 
science...who needs to work several years on something and have it trashed 
because of personal incredulity issues by anonymous "reviewers"?

This sort of thing is more serious that outright fraud, IMHO, because the fraud 
will be discovered and the "scientist" discredited in the end anyways...and the 
only career damaged is that of the person commiting the fraud.
