Major Duties:

Duties of the incumbent include:
1) Implementation of the CITES Convention: (a) initiates and conducts 
status surveys of plants and animals in trade; (b) initiates and/or 
assists in the preparation or review of proposed CITES Conference 
resolutions; (c) coordinates with Federal and State agencies, 
scientists, and a broad range of non-governmental organizations 
through regular communications and attendance at meetings and 
conferences; (d) provides advice, comments, and technical assistance 
to the CITES Animals or Plants Committee, which may require 
attendance at Committee meetings;
2) Amendments to CITES Appendices: Evaluates the status of animal 
and/or plant species subject to international trade and the degree of 
threat to their populations resulting from such trade and related factors;
3) Endangered Species Act Species Listing: Staff responsibility for 
listings of foreign species (and dc-listings) under the ESA;
4) General export determinations: Develop biologically-based advice 
on the export of native U.S. animal species included in CITES 
Appendix II and exported in large numbers;
5) Permit reviews un ESA, WBCA, and CITES: Assists when requested in 
the review of applications for CITES, WI3CA, and endangered and 
threatened species permits, with respect to animal and plant species, 
and recommends findings on these applications;
6)Implementation of the WBCA;
7) Assists in the review of proposed projects for funding under the 
African Elephant Conservation Act (AECA), Asian Elephant Conservation 
Act (AsECA) and the Rhinoceros and Tiger Conservation Act;
8) Provides technical assistance in information orally and in writing 
to other Service offices, other governmental agencies, foreign 
nations and the general public on matters relating to the 
conservation of species of animals and plants subject to international trade.
