GISROAM from ESRI is pretty flexible. The program is free, but they charge you to transfer data. IGIS is supposed to decent, but I have not tried it. Theodolite Pro is fantastic, but it doesn't do polygons. It will export location data and photographs to Google Maps and send you a .kml file via email. The .kml files can be easily converted to GIS files. The fellow who wrote the software is very accessable and good about responding to queries. He might be able to add an option to connect points and create polygons.
