The fabric mats I've seen lately are herp traps--except for old-fashioned jute and similar highly flexible material; take care to apply the mats loosely enough to allow for shrinkage, creep, etc. You need to make sure the site is good sedge habitat; else it will be a waste of time and money. Study comparable sites in detail. Magic bullets only work when the conditions under which spontaneous colonization would occur eventually without help. Scoured bedrock?

Anchoring is a trick for a real magician. You might be better off with a series of small silt fences. These can load up with silt and debris, which is what you want, of course, but the strength of materials must be carefully considered. You can set them at a slight angle to the direction of flow in a sawtooth pattern or just make small discrete pockets that can't accumulate enough load to blow out. In some situations you can use debris to your advantage, such as heavy logs, stumps, etc., set at the beginning of the high-flow season. Context, of course, is everything, so you're in the best position to judge how to reconcile all the forces for and against you. Sometimes even adversity can be exploited.

We are looking at revegetating scoured bedrock and cobblebars after removing all mats of reed canary grass. We were hoping to manufacture or buy sedge mats that would hold a substrate and plant propagules in a fabric 'sandwich', anchor it to the rock substrate, and eventually capture more sediments. Has anyone had experience with this kind of system? I've seen something like it in erosion control mats, but the vegetation isn't already established.
