I'd like to see them take about 60-100% of the funding that usually goes to universities and university professors and invest it toward: 1) SBIR grants, 2) public institution core facilities (open to the public, not just internal institutional use) and 3) research grants for non-faculty. That would be a lot more efficient investment in the "nation's future" and innovation.
