Environmental Planner 4 -Teanaway Community Forest Liaison

Salary Range: $4,214 - $5,535  per month
Open until filled; first review December 20, 2013.



This position is located in Ellensburg, Washington and will help DNR and WDFW 
leadership facilitate an interim action plan for the Teanaway Community Forest 
as the Advisory Committee develops their recommendations for a long-term, broad 
management plan including:

*            Coordinating with federal and state agencies to ensure forest 
activities are in compliance with all applicable laws.
*            Act as a liaison between DNR and WDFW, ensuring that all decisions 
are jointly agreed upon between the two agencies.
*            Assist agency leadership in creating the management plan.
*            Assist the consultant in facilitating the planning process.


REQUIRED QUALIFICATIONS:

*            Five (5) years of professional experience in the natural resource 
management field.
*            A strong understanding of natural resource management including 
but not limited to land management, conservation,
and recreation planning; principle and basis for implementing projects designed 
to meet land management, outdoor recreation and ecologically-based natural 
resource management objectives.
*            Strong interpersonal skills with extensive experience in public 
speaking and working with diverse stakeholder groups.
*            Demonstrated experience facilitating public or private meetings 
associated with natural resource policy.
*            Experience implementing agency-wide policies within local, state, 
or federal policy issues.
*            Substantial experience in high-level strategic planning.
*            Budget development, management and administration.

These skills and abilities are typically achieved with a Bachelor's degree in 
natural resource management to include coursework in land management, 
conservation and recreation planning and five (5) years professional experience 
in natural resource management.



DESIRABLE QUALIFICATIONS:

*            Master's degree in Natural Resource Management or related field.
*            Demonstrated verbal and written communication skills and the 
ability to build effective partnerships and work groups
*            Experience developing and implementing agency-wide business 
systems and associated policies, procedures and guidelines within local, state 
or federal policy issues
*            Ability to ensure that day-to-day implementation actions fit into 
broader policy objectives
*            Able to demonstrate understanding of natural resource management 
challenges
*            Demonstrated ability to effectively interact with diverse 
organization's
*            Ability to handle politically sensitive and complex issues
*            Familiarity with federal and state laws associated with natural 
resource management.
*            Experience with long-range and strategic planning projects
*            Ability to understand and present technical data to a general 
audience

SPECIAL POSITION REQUIREMENTS AND WORKING CONDITIONS

*            Ability to work on uneven, mountainous terrain in all weather 
conditions.
*            The incumbent in this position is required to work after hours and 
travel occasionally.
*            Must have a valid driver's license and have two years of driving 
experience. This position requires driving as an essential function.  Employees 
who drive for state business, whether in a state or privately-owned vehicle, 
are required to possess a valid license as defined in policy PO02-006 and abide 
by all other driver responsibility requirements
*            Must be at least 18 years of age at the time of hire.
