*POSITION AND SALARY:* Watershed Coordinator $32,000-$35,000 as determined by the qualifications of the appointee *LOCATION:* Saipan, Commonwealth of the Northern Mariana Islands (US) Bureau of Environmental and Coastal Quality Division of Coastal Resources Management Water Quality/Nonpoint Source Program *OVERVIEW:* The Commonwealth of the Northern Mariana Islands (CNMI) Bureau of Environmental and Coastal Quality (BECQ) is seeking qualified candidates for the position of *Watershed Coordinator*. This position is responsible for watershed planning, identification and prevention of non-point sources of pollution, and implementation of watershed-focused projects within the CNMI (Saipan, Tinian and Rota). The Watershed Coordinator works both independently within the Water Quality/Nonpoint Source program and collaboratively with the planning, enforcement, education/outreach and permitting programs within BECQ, as well as with natural resource and infrastructure agencies and stakeholders within the CNMI and the Pacific region. This position is responsible for updating, implementing and creating watershed-based Conservation Action Plans and associated projects. The Watershed Coordinator’s duties include: *I. **Watershed and Nonpoint Source Pollution Identification and Planning* a. Coordinating watershed projects on Saipan, Rota and Tinian and working in priority watersheds identified in CNMI local action strategies (LAS), water quality integrated reports, priority setting documents and conservation action plans. b. Assisting with field work and data collection for Water Quality program priorities (such as stream and stormwater mapping, surface water quality monitoring and reef flat monitoring). c. Coordinating and participating in BMP projects such as revegetation efforts, storm drain cleaning, rain garden installations and more. d. Conducting meetings to review, update and create Conservation Action Plans for priority watersheds *II. **Outreach, Coordination and Regional Extension* a. Acting as a liaison with standing and ad-hoc CNMI interagency natural resource groups, including planning and facilitating quarterly meetings of the Watershed Working Group. b. Offering assistance and conducting outreach programs for residents interesting in volunteering in watershed management and conservation projects identified in local action strategies and conservation action plans. c. Helping to build local community support and involvement in natural resource and coral reef conservation and management measures and engaging stakeholders by conducting community meetings and socioeconomic surveys and creating best management practice guidelines. d. Collaborating with partners in the CNMI, Guam and throughout the Pacific region to plan and attend relevant trainings, workshops and conferences *III. **Grant Logistical Support, Reporting and Writing* a. Coordinating with partners on the development of grant proposals related to watershed protection. b. Completing logistical and support tasks as necessary for the responsibilities listed above – including identifying funding, reviewing past work, procuring supplies, releasing and review project proposals, working with contractors, meeting and coordinating with partner groups. c. Tracking and reporting on the progress of project goals and outcomes, summarizing monitoring data and preparing reports. *REQUIRED QUALIFICATIONS* - Bachelor’s Degree in Environmental Science/Studies, Natural Resource Management, Planning, Marine/Terrestrial Biology or a related field - 2-4 years of work experience in natural resource management - Basic understanding of watersheds and watershed processes, terrestrial and marine biology and environmental impacts related to island communities - Experience participating in and/or facilitating collaborative meetings and workshops with multiple stakeholders - Experience conducting environmental education/outreach programs and working with small communities - Excellent writing, computer, communication and public speaking skills - Must be physically fit for field work – able to carry 30 lbs on steep trails, use rakes/shovels/picks, hike over difficult terrain and tolerate heat, humidity and rain (field work is conducted during all weather conditions) - Must be willing to travel to other islands within the CNMI (approximately every other month), within the Pacific region (approximately once a year) and to the mainland US and elsewhere for conferences, workshops and training (approximately once a year) - Must be a US citizen or green card holder *DESIRED QUALIFICATIONS* - Experience with project management, stormwater management, green infrastructure and/or environmental engineering - Proficiency in ArcGIS software and GPS equipment (Garmin, Trimble) - Experience designing and implementing projects that involve multiple stakeholders/partners - Experience living and/or working in Pacific islands - Grant writing and development experience - Interest in promoting environmentally-friendly ideas and professional development skills within the workplace *TO APPLY:* Send *a single PDF attachment* including a cover letter, resume, and names and contact information for three professional references to Kaitlin Mattos ([email protected]) and CC Fran Castro ([email protected]).
