Organizational Overview
The LPBF is a non-profit organization whose mission is “the restoration
and preservation of the Lake Pontchartrain Basin for the benefit of this
and future generations”. Since its inception in 1989, LPBF has been
driven by community action to create programs that build community while
preserving and restoring the Basin for public access and enjoyment.
Position Summary
LPBF is seeking an entrepreneurial Water Quality Program Director with
experience in community engagement and a deep commitment to improving
and maintaining the highest standards of water quality throughout the
waterways of the Basin. The Water Quality Program Director will help
renew and update the department to build on its rich 28-year history of
milestone environmental achievements. The Director is a key member of
the leadership team and scientific advisor to the Executive Director of
the LPBF.
Duties & Responsibilities
Effective leadership, management & development of the water quality
staff including direction and leadership toward the achievement of
LPBF’s mission, vision, strategies, initiatives and annual goals &
objectives;
Manage the LPBF water quality budget and work in concert with the
Executive Director to develop and monitor the budget throughout the
fiscal cycle;
Proactively seek and build positive working relationships with all
federal, state, local & private organizations involved in the Basin
restoration efforts;
Develop new water quality projects & programs as environmental issues
and funding opportunities dictate;
Identify scientific needs & trends in the environment;
Apply to EPA, governmental agencies, foundations & philanthropic
organizations for grants and contracts including narrative/technical
writing, budget preparation and application logistics;
Plan, direct & manage water quality projects through the lifecycle
including logistics, management, reporting, communicating with grant
officer and/or contact liaison, ensuring budgets to actual and invoicing.
Prepare interim, final and other reports as requested & present
information, data, analysis & recommendations to interested/involved
governmental & granting agencies and entities;
Develop monitoring protocols based on scientific approved/accepted
methods;
Direct data collection, storage, analysis and quality assurance for
programs & projects and other programs, events & issues upon presentment;
Develop quality assurance measures required for data collection;
Ensure dissemination of data & program information via the LPBF
website, social media & traditional media;
Coordinate with & direct efforts of wastewater technician for source
identification & correction;
Present program data & results to peer-review journals, at scientific
& environmental conferences, governmental agencies & citizens’ groups;
Act as QA manager and liaison for EPA including writing and
maintenance of QA documentation;
Represent LPBF on local, state and regional committees;
Qualifications
Graduate degree in an environmental discipline (biology, geology,
geochemistry, environmental science, etc.) PhD preferred.
Certification in environmental management preferred.
A minimum of eight years of post graduate experience in environmental
issues including demonstrated experience with scientific project
development & management.
Knowledge of grant/contract terms and applicable regulations.
Knowledge of federal/state environmental related regulations.
Knowledge of the LPBF scope of coverage preferred.
Excellent managerial & organizational skills.
Excellent oral & written communication skills.
Ability to effectively work with people of diverse backgrounds &
experiences.
Proficient in Microsoft Office Suite, statistical, database & GIS
software.
Website management/maintenance & social media knowledge preferred.
