GENERAL DESCRIPTION:


This position fulfills the Department's statutory responsibility to secure 
instream flow water rights to protect critically important stream fisheries 
throughout Wyoming.  The position has the primary responsibility for all 
aspects of instream flow water rights including designing and conducting field 
studies, analyzing data, writing reports, presenting information at public 
hearings, tracking status of filings, and monitoring stream flow.  The 
position's secondary role is to provide technical assistance to aquatic habitat 
biologists statewide.  The position provides technical services and assistance 
in topographic surveying, habitat assessments, Rosgen surveys, pre- and 
post-project measurements, remote sensing, detailed bathymetry, and other 
applications requiring sophisticated technology and skills.  This position 
annually hires and supervises one or two seasonal fisheries biologists.


ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not 
intended to describe every function which may be performed in the job level.



  *   Design field studies, collect and analyze data, and prepare detailed 
reports that summarize results.
  *   Activities include operating survey equipment (including Total Stations), 
managing data; constructing GIS maps of study sites; and maintaining databases 
of field measurements, photos, and data files.
  *   Prepare instream flow water right applications and submit them to the 
Wyoming Water Development Office (WWDO) for filing.
  *   Related activities include working with department engineers to prepare 
maps and administering contracts with hydrologic consulting firms as needed to 
generate hydrology information for each instream flow segment.
  *   Review and comment on WWDO reports on the feasibility of proposed 
instream flow water rights.
  *   Track the status of instream flow filings and provide any additional 
information requested by the State Engineer.
  *   Provide technical support to other department personnel with collection 
of physical habitat or hydrology data and preparation of GIS maps and other 
materials.
  *   Supervise seasonal employees.
  *   Maintain field equipment including surveying equipment, flow meters, 
field computers, ATV's, house trailer, and 4 wheel-drive truck in working 
condition.
  *   Present results of instream flow studies and recommendations at instream 
flow hearings held by the state engineer to represent the Game and Fish 
Commission's position on proposed instream flow water rights.
  *   Network with other professionals and organizations to improve the 
effectiveness of instream flow water and water management techniques and 
strategies.
  *   Make presentations at professional society meetings and to public groups 
to explain instream flow concepts and generate support for the department's 
instream flow activities and instream flow needs in general.



QUALIFICATIONS:


PREFERENCES/**AGENCY REQUIREMENTS:


Preference may be given to those with a master's degree in fisheries or 
wildlife management, ichthyology, or closely related field, PLUS two years of 
professional work experience in fisheries management, aquatic research or 
aquatic habitat management.

KNOWLEDGE:



  *   Able to become competent in use of various habitat and hydrologic models 
such as Habitat Quality Index, PHABSIM, River 2-D, stream temperature models, 
and IHA (indicator of hydrologic alteration).
  *   Skilled or able to become competent with operation and application of 
GPS, GIS, field computers, and database applications.
  *   Skilled with technical and popular writing and oral communication.
  *   Able to become competent in establishing and maintaining stream flow 
gauging stations.
  *   Knowledge of surveying (including Total Stations), water velocity 
measurement, and fish sampling tools and techniques.
  *   Knowledge of aquatic ecology and fishery management principles.
  *   Knowledge of statistical methods, experimental design, and Microsoft 
Office software.
  *   Able to independently design and implement field studies and prepare 
detailed reports.
  *   Able to work effectively with other department personnel, other agencies, 
and stakeholders in sometimes contentious situations.
  *   Knowledge or understanding of Wyoming water law as it pertains to 
instream flow and water rights management.


MINIMUM QUALIFICATIONS:


Education:
Bachelor's Degree (typically in Wildlife Management)

Experience:
1-3 years progressive work experience (typically in Wildlife Management) with 
acquired knowledge at the level of a Senior Wildlife Biologist

NECESSARY SPECIAL REQUIREMENTS:


PHYSICAL WORKING CONDITIONS:



  *   Field duties may periodically span non-traditional work days including 
weekends and nights with changes occurring on short notice.  May be required to 
work more than 8 hours on some days and over 40 hours in some weeks on occasion.
  *   Ability to work in inclement weather.
  *   Will work in remote locations and camp in the field for extended periods 
of time.
  *   Significant amount of travel throughout the state is required during the 
field season.
  *   Requires operation of 4-wheel drive vehicles, ATV's, and towing trailers.
  *   Must be able to do strenuous physical labor for prolonged periods.
  *   Be able to lift and carry at least 50 lbs for considerable distances.
  *   Ability to physically perform all tasks under demanding environmental 
conditions (such as operating in a boat pulling heavy wet nets in rough water 
during snowstorms or carrying heavy backpack electro shocking equipment while 
wading streams and negotiating rough terrain.
