Trying to help a graduate student friend of mine in Puerto Rico

Dear Colleagues:

I am trying to help a friend of mine in PR. This friend is a graduate
student at one of the universities in Puerto Rico, a nation recently
affected by Hurricane Maria. Do know of emergency funds or fellowships for
graduate students impacted by natural disasters such as Maria that can be
received by a student? The fellowship this student has in Puerto Rico is
non-transferable, so this person would have to find funding.  The funds
would be used to transfer to another school. FEMA does not offer assistance
to students who have had their education disrupted.
