It may be a closed system but there are plenty of losses.  You cannot get 
back from the hydrogen the amount of energy required to break it from the 
oxygen in the first place.  And there are losses in the fuel cell as it is 
less that 40% efficient.  That is better than a battery.

There are line losses, heat in the fuel cell and solar cells have problems 
with heat.
