hi
i think the cygwin version of arm-eabi is very fine as i am currently using it.
u can also untar the file using winrar.
i did it and no problem found. may be the fault might had occurred in
downloading.
i wud suggest for a repeat download.
jst remember to change the name from "arm-elf" to "arm-eabi", wherever required!
