Thank you. Using bunzip2 did the trick. Odd behavior from 7-zip. Will have to report that.
Now the next issue is that when I try to build a configuration, I get a crash in cc1.exe, in the module cyggmp-3.dll. Odd thing is that I searched for this DLL but could not find oneBTW, I am on Vista, using cygwin and building within configtool.
