So far, I would remove it from MEM_SECTION scope - as default size of CYGNUM_LWIP_VARMEMPOOL_SIZE is 2K (it is suitable for ~ 8 x ((sizeof(cyg_sem_t)+sizeof(cyg_mbox)+sizeof(cyg_thread)) entities. So, it can be reduced to 1K via lwIP CDL. I do not belive that low memory footprint systems able to use 8 threads. - as source is ecos/sys_arch.c (no lwIP core), we always can revise it without a pain.
