In the real world, whoever has the biggest stick in the relationship. Try
being a supplier telling a big retail store that they need to change their
850 format; it gives them something to laugh about for the rest of the day.

In all other cases, look who can accommodate the changes the easiest and
negotiate.

If I am sending a document and have guidelines in place as to
what segments I send, and you are receiving this document and
also have guidelines in places as to what segments you would
like to receive and the two are guidelines are different.  Whose
guidelines would you use in this case.  Would it be the senders
or receivers?
