As I am sure you will hear from some of the other learned members of this list,
there are no firm guidelines for this.

Assuming for a moment that both sets of guidelines are valid subsets of the
pertinent EDI standard, then you have 2 choices:

1.  Negotiate away the differences with your partner
2.  Get out a scale and decide who's 800 lb gorilla is actually heavier!

I will give you my $.02 US for a Friday afternoon:  If your partner is your
customer, you may have to do it their way.  If you are the customer, you may
have some leverage through your buying department to have it done your way.  In
either case I suspect the following may apply...

There are 2 rules for doing business successfully:

1. The customer is always right
2. When you think the customer is in error, see rule #1.
