Thanks to those who replied (Gerry, Chris, William), always with well considered and thorough advice!
 
We will map the PRI loop occurrence count into the 1st occurrence of d.e. 7160 in the ALC segment. (We're already using other suggested d.e.s for other data).
 
I had some concerns about this solution not carrying the loop occurrence count value explicitly in the PRI loop itself (only in the ALC). However a match can be made, and receving integrators will have to insert related ALC data into earlier occurring PRI data records, regardless of whether they've been identified implicitly by occurrenc #, or more explicitly by a matching pair of cross references.
 
(Re: matching pair alternative; you all agreed there was nowhere "legal" to put such a reference in the PRI loop in any case, so we're not doing that ie: no APR misuse!)
