As the creator of  the TS I can tell you it came about because of the
aversion of adding pricing data and terms to the 856.

As already noted it carries invoice data with shipment data.  The biggest
difference is the manner in which the loops relate to the hierarchical
structure. Unless it has been changed the beginning segment specifies the
structure of the TS.  The loops BS1, BS2, etc. are directly coupled to the
hierarchical levels and must be used in the order specified.  It was
designed that way to impose a more manageable structure.  You will need to
read the TS notes carefully.
