Mike,

Regarding the first question, have you looked at TS 101, the Name and
Address list?  I would think that you could use an LX loop for each ship-to
address, and a REF segment for all zip codes using it.

Regarding your second question about an N1 loop within an N1 loop, there is
no way to do this in X12.  X12.6 specifically says regarding "unbounded"
loops, that "The beginning segment of a loop shall not appear elsewhere in
the loop."
