A clarification - in the U.S., (at least in anything but graduate schools), a "D"
is still usually considered passing, though just barely.  The failure to address
the other deliverables from the ToR is what earns ebXML a failing grade.

Although I am starting this series on a somewhat negative note for ebXML, I will be
ending it on a more positive note with suggestions for areas where work remains to
be done.  I hope to address some of the issues that Jonathan raises then.
