We deal with these depending on several criteria which include:

1.  How important is the good will of the trading partner?
2.  How adamant is the trading partner about implementing the change?
    (Sometimes they are floating a trial balloon and can be dissuaded)
3.  Is there a work-around?
4.  How much work is involved?
5.  What is the impact if you do not comply?
6.  Will the work be applicable to other trading partners?
7.  Is there a good business case for the change?
8.  Is there ROI for our firm?
9.  What resources do we have available?
10. Will future application upgrades provide the desired capability so that,
if we put this change off, the upgrade will eliminate the need for changes?

Not rocket science.  If you have more questions, seek out a good project
manager within your firm, or your superior, and ask for assistance in
evaluating.  Your boss would love to tell you what to do.

We are a CPG company and continuously receive EDI requirements changes from
customers.  
 
Many of these come into the EDI group and are simple changes.  But quite
often these requests have far more reaching impact and can require process
or application changes. They can involve changes to labeling, warehouse
management, transportation, etc. 
 
I would be interested to hear how other companies evaluate, communicate and
prioritize these kinds of requests.
