Our management formed a committee to review vendor buying agreements for impact to the various departments, and I think we have evolved the process to the point where we review them before the VP of sales signs them! :) This is the ideal group to review changes after the fact as well.
Another approach from the engineering world is to create a routing list and require someone from every department to check off that they have seen the change. This removes the need for a formal meeting, but it requires some discipline and intelligent routing. Each person on the routing list has to agree to complete their review within a short time, and to provide an alternate for when they are out so the document keeps moving.
